Dr. Mastura Abdul Karim

Dr. Mastura Abdul Karim was appointed to the Board on 8 July 2022. She is currently the Under Secretary of the Fiscal and Economics Division, Ministry of Finance. Presently, she sits on Investment Panel, EPF.

She started her career as the Assistant Director of the Economic Planning Unit at the Prime Minister Department in 1995. In 1997, she was later attached to Investment Division at the Ministry of Finance where she held the position of Assistant Secretary. She continued to serve for the Ministry of Finance in various esteemed positions and divisions until June 2017. From July 2017 until June 2019, Dr. Mastura was appointed as the Alternate Executive Director of Southeast Asia Voting Group, World Bank Group (WBG) in Washington DC.

After leaving the Washington DC, she undertook the position of Deputy Director of the Service Industry Division with the Economic Planning Unit. In September 2020, she made a return to the Ministry of Finance as Deputy Under Secretary (Commercial Sector), Government Investment Companies Division.

Dr. Mastura Abdul Karim holds a Bachelor of Science in Business Administration (Accountancy) from University of Hartford, Connecticut, USA, a Master of Business Administration majoring in Finance and Doctor of Philosophy (PhD) from Universiti Putra Malaysia.

Mohd Azraai Md Aznan
Non-Independent and Non-Executive Director


Mohd Azraai Md Aznan was appointed to the Board on 7 March 2023. He is currently the Director of the Consultancy Division (BKP), Accountant General’s Department of Malaysia.

He started his career as Assistant Director with the Accountant General’s Department of Malaysia at the Wilayah Persekutuan Branch in 1994. Since then, he continued to serve the Accountant General’s Department in various positions until 2001.

In 2002, he was transferred to the Malaysian Fisheries Development Board (LKIM) as the Director of Finance and Accounts Division. Afterwards, he returned to the Accountant General’s Department of Malaysia as the Chief Assistant Director for the Information Technology Management Division of Malacca and in 2010 he assumed the position of Senior Chief Assistant Director with the Consultancy Division. He had a one-year stint with the Government Investment Company Division, Ministry of Finance as Head of Commercial Sector Unit before making a career move to State Finance and Treasury Office of Negeri Sembilan as the State Treasurer. In 2022, he came back to serve the Accountant General’s Department of Malaysia as the Director of the Accounting Office Operations Management Division (BPOPP) before advancing to his current position.

Mohd Azraai Md Aznan holds a Diploma and an Advance Diploma in Accountancy from MARA Institute of Technology.

Mohd Fariszan Ahmad
Non-Independent and Non-Executive Director


Mohd Fariszan Ahmad was appointed to the Board on 8 September 2023. He is currently the Deputy Undersecretary of the Strategic and Generic Sector under the Government Investment Companies Division (GIC), Ministry of Finance (MOF). Presently, he sits on the Board of Prokhas Sdn Bhd, Medini Leisure and Entertainment Sdn Bhd, Twin Eagles Ventures Sdn Bhd and Suria Strategic Energy Resources Sdn Bhd.

He started his career with the Ministry of Entrepreneur Development as the Assistant Secretary in October 2000. He further continued his service in the public sector with the Commercial Vehicle Licensing Board Sabah in 2002 before commencing his career at the Ministry of Domestic Trade and Consumer Affairs in 2004. During his tenure at the Ministry of Domestic Trade he holds various positions such as Senior Assistant Secretary and Principal Assistant Secretary until 2009. He ventures into private sector with Malaysia Airlines System (MAS) under the Cross Fertilization Program where he was attached to the Risk and Policy Advisory Division for a year until September 2010. He returned to the same Ministry and continued serving for another five years and his final position was the Deputy Director. Thereafter he was assigned as the Head of Indirect Taxes Section with the MOF until 2017.

He begins a new chapter with the Ministry of Rural Development as the Deputy Undersecretary with the Strategic Planning Division before being assigned to a new position as the Undersecretary of the Corporate and Skills Development Division from February 2021 until June 2023.

Mohd Fariszan holds a Diploma in Business Studies from Institut Teknologi MARA, a Bachelor’s Degree with Honors and a Master’s Degree in Business Administration from Universiti Kebangsaan Malaysia. He also holds a Diploma in Public Administration from the National Institute of Public Administration (INTAN) and has attended Advanced Leadership Development Programme (INTAN – Harvard). He is also active in non-governmental organisations and is currently the Yang Dipertua Alumni SMK Gunung Rapat, Ipoh, Perak (ASGURA) and the Advisor of the Pertubuhan Amal Ehsan Malaysia.

Muhammad Shahril Othman

Muhammad Shahril Othman was appointed to the Board on 8 September 2023. He is currently the Section Head of Government Loan Sector under the Strategic Invesment Division (SID), Ministry of Finance (MOF). He also sits on the Board of Konsortium Pelabuhan Kemaman Sdn Bhd and Cyberview Sdn Bhd.

He started his career as an Executive with Hong Leong Bank Berhad in 2001. From there on, he shifted to the public sector as a Trainee Officer with the National Institute of Public Administration Malaysia (INTAN). In November 2002, he was assigned to the Ministry of Work Malaysia as the Assistant Secretary. After three years, he was transferred to the Ministry of Health Malaysia as the Principal Assistant Director. In 2008, he took a break to complete his Master’s Degree in Australia and upon his return, he was assigned to the Public Private Partnership Unit at the Prime Minister Department as the Principal Assistant Director.

He took on a new position with Malaysia Airports Holding Berhad (MAHB) as the Manager of Corporate Planning in 2010. Subsequently, he continued to expand his career in public sector as the Senior Principal Assistant Secretary attached to the SID under the MOF from 2011 until 2014. By end of 2014, he became the Advisor to the Executive Director of the World Bank Group and Affiliates in Washington DC, United States of America. After completing his duty, he came back to serve the MOF as the Section Head in SID. In 2018, he was later appointed as the Senior Private Secretary to the Secretary General of Treasury of the MOF before assuming the position as the Section Head at the National Budget Office in 2020.

Muhammad Shahril holds a Diploma in Banking Studies and a Bachelor’s Degree with Honors in Business Administration from Universiti Teknologi MARA and Master’s Degree in International Economics and Finance from University of Queensland, Australia.
